Innovation City free zone, Ras Al Khaimah — what it is and who it is built for

Innovation City is the free zone authority for Ras Al Khaimah's technology registry. Its own Innovation City Companies Regulations 2023 record that they were issued by the Board of Directors of the Authority under Law Number 2 of 2023, promulgated by His Highness Sheikh Saud Bin Saqr Bin Mohammed Al-Qasimi, Ruler of Ras Al Khaimah. That is the zone's constitutional basis and its date: 2023.

It has carried the name Innovation City since a relaunch dated 18 September 2025, announced in the zone's own newsroom. Before that date it operated as RAK Digital Assets Oasis, or RAK DAO — the same registry, renamed. If you were sent here by older material under the previous name, this is the place it now points.

The homepage describes the zone as "Ras Al Khaimah's premium innovation and technology-focused free zone". The relaunch item names five initial pillars: Web3 and digital assets, artificial intelligence, gaming and iGaming, robotics, and healthtech and digital health. The sector menu on the site is longer, naming eleven sectors plus a catch-all "other sectors": artificial intelligence; robotics and physical AI; Web3; gaming and interactive media; digital health; creator economy; transportation technology; blockchain; cybersecurity; education technology; and climate and resource technology.

Read that list as the boundary, not as a menu of ideas. This is a scoped registry. A general trading company, a retail business or a broad commercial holding is not what the zone describes itself as being for, and the activity catalogue is named as technology activities.

What the zone states about setting up

On its own company formation page, Innovation City states 100% foreign ownership, a choice of "200+ technology activities across AI, blockchain, gaming, robotics, and healthtech", licence issuance "in as little as 5-10 working days", and — set out in capitals on that page — that no physical presence is required. Take the timeline as the authority's statement about issuing the licence, not as a promise covering visa medicals, Emirates ID or immigration steps afterwards, which run to government timelines wherever you register.

The regulatory line the zone draws itself

One statement on the homepage matters more than anything else on this page if your business touches regulated financial activity. Innovation City publishes it in these words: "Innovation City is a commercial freezone. Any activity falling within the regulatory mandate must be submitted to CMA for supervision and cannot be undertaken unless and until the entity has obtained the required full license or approval from CMA."

The link sitting next to that statement is labelled "Services | Capital Market Authority" and resolves to the UAE Securities and Commodities Authority at sca.gov.ae. The zone's Guidance page points outward in the same direction, rather than publishing a virtual-asset regime of its own. It names the Securities and Commodities Authority, the Central Bank's regulation on payment token services, and two federal instruments on virtual assets and their service providers: Cabinet Resolution No. (111) of 2022 and SCA Chairman's Decision No. (26/Chairman) of 2023.

What that tells you is narrow, and this page will not stretch it. Innovation City describes itself as a commercial free zone and sends regulated-mandate activity to the securities regulator. It makes no first-hand statement about whether it issues regulated virtual-asset licences, in either direction, so neither do we. If your plan involves a regulated activity, that question goes to Innovation City and to the regulator before you incorporate anywhere.

How young the zone is, in plain terms

Under this name, Innovation City is under a year old at the date of this check. It publishes no company count, no headcount and no land area. The only scale figure on the site is "50+ Expert Partners", which it describes as the vendors and partners that enable its services. That is a thin record, and it is worth saying so rather than dressing it up: if you want to know how many companies are registered here before you join them, the authority does not currently tell you.

Two further cases fit here that most zones do not address at all. If you intend to contribute share capital in cryptocurrency, the Companies Regulations 2023 expressly contemplate it. And if you want a registry whose published sector list is the same list your investors would recognise, a scoped zone reads differently from a general-purpose one.

Who should think twice

• › Anyone who needs general trading, retail or a broad commercial scope. The activity catalogue is described as technology activities, and the sectors are named. This is not a general-purpose registry.
• › Anyone who needs more than four people on visas. The published caps do not go past four on any package, and the authority does not publish a route above them.
• › Anyone who needs to know their licence category before applying. Innovation City does not publish licence types at all — see the next section, which says so plainly rather than inventing a list.
• › Anyone who needs a long track record. No company count, no headcount, no area figures. The zone is young under this name and its published record is correspondingly thin.

Innovation City does not publish licence types. That is not an omission on our part, and it is worth being blunt about it. We went through the authority's own site on 5 September 2026 — the packages page, the FAQ, the sitemap and the Companies Regulations 2023 — and there is no licence category anywhere on it. The packages page is organised by package, not by licence. The FAQ has no licence-type question. The Regulations define entity types, not licence types. Third-party agent sites do publish lists for this zone; we are not repeating them, because we cannot trace them to the authority.

What the zone does publish is its legal entity types, and those carry the same planning decision for most founders.

Share capital in cryptocurrency

The Companies Regulations 2023 state that "A Company may create a share capital in cryptocurrency", and add that an in-kind contribution "would need to ensure that it complies with relevant requirements, such as the ability to be accurately valued by an independent auditor". If that provision is why you are looking at this zone, read the instrument itself rather than a summary of it — including ours.

Activities

The company formation page states a choice of "200+ technology activities across AI, blockchain, gaming, robotics, and healthtech". The authority does not publish the catalogue itself as a downloadable list on the pages we checked, so this page gives the count it states and no activity names beyond the sectors below.

Innovation City publishes visa allocation as a quota attached to each of its four packages. These are counts, not costs, and they are the authority's own figures as they stood on 5 September 2026.

Two things follow from that grid, and both are planning facts rather than opinions.

• › There is a genuine zero-visa option. The Idea package is published with no visa allocation at all. If you want a registered company without a residence visa attached, the zone publishes that as a normal choice rather than an exception.
• › Four is the published ceiling. No package on the grid caps above four. Every package includes one visa except Idea, so the difference between tiers is headroom, not allocation.

The packages page carries one footnote on scope, in these words: "*Premium activities, additional visas, and premium office space are upgradeable extras." So additional visas exist as an extra — but the authority does not publish a maximum quota above those caps, and does not publish the criteria for raising one. We are not going to guess at either. If your headcount plan runs past four, put that question to Innovation City in writing before you choose a package.

What the authority does not publish about premises

Beyond shared and dedicated desks, there is no office, warehouse, retail or land product described anywhere on the site. The packages page names "premium office space" only as an upgradeable extra, with no specification, no size and no type. There is no built-up area, no plot size and no hectare or square-metre figure. The relaunch item says the initiative will also develop prime land in Ras Al Khaimah into infrastructure — that is forward-looking, so this page does not render it as a facility that exists today. Nor does the authority publish an opening date for Innovation HQ, or state whether the address above is its only operating premises.

Read the shape of that honestly. This is a desk-and-registry zone as published: it fits a small team that works from laptops, and it does not yet publish anything for a business that needs space for equipment, stock or a lab.

Innovation City is not one of the nine, which is why there is no figure anywhere on this page. Here is the honest read on how it differs.

What Innovation City publishes that is genuinely unusual

Two provisions sit in its own regulations rather than in marketing copy. The first is the DAO Association, an incorporable form with its own published 2024 instrument. The second is the statement in the Companies Regulations 2023 that a company may create a share capital in cryptocurrency, subject to independent valuation. If either of those is central to what you are building, that is a conversation to have with Innovation City directly — we are not going to talk you out of a structure we do not file.

A third thing is worth naming: the zone states that no physical presence is required to register, and gives a licence timeline of five to ten working days. If registering without travelling matters to you, ask about it explicitly wherever you apply, and get the answer in writing.

Where one of the nine is the better answer

• › You want to stay in Ras Al Khaimah but need scope, or space. RAKEZ is the Ras Al Khaimah zone Formenzo files, and it is built around wider activity ranges and industrial and warehousing space rather than a technology-only catalogue.
• › You are a technology or research business but want a zone with a longer published record. SRTIP in Sharjah covers research, technology and light industry, and we publish its price.
• › You need general trading, retail or a broad commercial scope. Innovation City does not describe itself as being for that. SPC and IFZA are the wide-activity zones among the nine.
• › You need a Dubai address. Meydan and IFZA are the Dubai zones we file; DMCC if the address itself is the point.
• › Your team will pass four people on visas. Innovation City publishes no route above its caps. Tell us the headcount you are planning for and we will tell you which of the nine can carry it, on the authority's own published terms.
• › You want the number before you talk to anyone. That is the whole point of the nine. Each has a published, itemised licence price on this site, confirmed in writing before you pay.

And when Innovation City is simply the right zone

If you are incorporating a DAO association, if crypto share capital is part of your cap table, or if you want a registry scoped to exactly the sector you build in, none of the nine is a substitute.
