KEZAD free zone — what it is and who it is built for

KEZAD Group — Khalifa Economic Zones Abu Dhabi — is the zone operator for Abu Dhabi's industrial and logistics zones. It is part of the Economic Cities & Free Zones arm of AD Ports Group, and describes itself as the UAE's largest operator of fully integrated economic zones.

KEZAD publishes its own scale figures. It states a total of 550 km² across 12 economic zones located in Abu Dhabi, Al Ain and the Al Dhafra region, of which 100 km² is free zone. The zone sits next to Khalifa Port, which KEZAD describes as one of the fastest-growing ports in the world.

The sectors KEZAD names for itself are automotive, food processing, life science, logistics, metals, polymers and speciality chemicals. That list tells you what kind of place this is. It is organised around making, storing and moving physical goods. It does license service companies as well, but the zone was not built around desk-only licences.

The trade-off KEZAD states itself

One limit is worth stating early, because KEZAD publishes it rather than hides it: goods produced under free zone status do not carry MADE IN UAE certification and do not get duty-free status in the GCC. KEZAD attaches that certification and that treatment to a separate, non-free-zone jurisdiction it also operates — which is outside Formenzo's free-zone-only scope and is not covered on this page.

KEZAD's own framing of the free zone follows from that: it says free zone facilities suit industrial projects targeting markets outside the GCC region. If your manufacturing plan depends on selling into Saudi Arabia, Oman or Kuwait as a GCC-national producer, that is a question to put to KEZAD directly before you commit to a free zone licence anywhere.

Access to the local market

KEZAD publishes one route out of the free zone perimeter. It states that a KEZAD free zone company can obtain an additional licence from the Department of Economic Development, Abu Dhabi, which lets the company carry out its economic activities outside the free zone without needing additional offices or business facilities. KEZAD calls this the dual licence. It is a genuine differentiator, and it is one of the few places a UAE zone authority sets out that route plainly on its own website.

A note on the web address

Use kezadgroup.com. The domain kezad.ae serves a TLS certificate issued for adportsgroup.com, so browsers show a security warning on it — the certificate itself is valid, it is simply issued for a different hostname. Everything on this page was read from kezadgroup.com.

Who should think twice

If you are a one-person consultancy, an agency or a software business with no goods and no need for an Abu Dhabi industrial address, KEZAD is not the obvious answer. It does publish shared workstation and office packages, and a service licence covers consulting and marketing work — but you would be buying into an industrial zone's cost base and location for an address you could get more simply elsewhere.

The same applies if your plan requires GCC duty-free movement of goods you manufacture. Read the trade-off above before you go further.

KEZAD publishes three licence families. The definitions below are the authority's own scope wording.

The General Trading trigger, in plain terms

Most UAE zones make you guess where a standard trading licence stops and a general trading licence begins. KEZAD writes the rule down: more than 17 products, or more than 3 groups, and you are on a General Trading Licence. If you are drawing up an activity list, count it before you apply — the count decides the licence, not the negotiation.

On legal structure, KEZAD states that different types of business establishment can be set up with it, as defined in UAE company law, but it does not set out the individual legal forms on its company licence type page. This page therefore names none. Ask KEZAD directly which legal form applies to your shareholding before you plan around one.

KEZAD sells its free zone start-up packages by visa count. The published structure is four tiers — a 1 visa package, 2 visa package, 3 visa package and 4 visa package — and each tier is offered on a 1-year, 2-year or 3-year term.

There is no zero-visa package published. That matters for planning. Several of the zones Formenzo files will sell you a licence with no visa allocation at all; on KEZAD's published start-up grid, one visa is the floor.

The packages are built around workspace: KEZAD lists shared workstations or dedicated offices, and free internet and Wi-Fi, as part of what the packages include. Larger visa quotas are not sold on this grid — they come with warehouse and land facilities rather than desk packages, so a bigger headcount is a premises conversation, not a package upgrade.

KEZAD also publishes three commitments on these packages:

• › No deposits for visas.
• › Company set-up in 24 hours.

Treat the 24-hour claim as what it is — the authority's own statement about issuing the company, not a promise about how long visa medicals, Emirates ID and immigration steps take afterwards. Those run to government timelines wherever you register.

Note what that list implies. A zone that runs its own worker accommodation business is a zone expecting tenants with workforces, not sole shareholders. If your business will hire twenty people to handle goods, that is a real advantage — housing is usually the problem nobody plans for. If it will hire nobody, you are paying into infrastructure you will not touch.

Formenzo publishes verified prices for nine free zones: Ajman NuVentures, Fujairah Creative City, SRTIP, SPC, RAKEZ, Masdar City, Meydan, IFZA and DMCC. KEZAD is not one of them, which is why there is no figure anywhere on this page. Here is the honest read on how it differs.

What KEZAD has that the nine mostly do not

Scale and a port. KEZAD is an industrial estate operator with 100 km² of free zone, its own warehouse parks, build-to-suit development and a staff accommodation business, sitting next to Khalifa Port. If your business is a factory, a distribution operation or a re-export flow measured in containers, that is a genuinely different proposition from a licence-and-desk zone. It also publishes the General Trading trigger and the dual-licence route in writing, which is more transparency than most authorities offer.

Where the nine are the better answer

• › You want an Abu Dhabi address without the industrial estate. Masdar City is the Abu Dhabi zone Formenzo files, and it is aimed at offices and technology rather than plots and warehouses. If the emirate is what you need and goods are not, look there first.
• › You need warehousing and industrial space, but on a smaller footprint. RAKEZ is the closest match among the nine — industrial and warehousing space with a published price — and SRTIP covers research and light industry in Sharjah.
• › You have no goods and no staff yet. KEZAD's published start-up grid starts at one visa; several of the nine will issue a licence with no visa at all. Ajman NuVentures is the leanest of them, and Meydan or IFZA give you a Dubai address for a service company.
• › You want the number before you talk to anyone. That is the whole point of the nine. Every one of them has a published, itemised licence price on this site, confirmed in writing before you pay.

And when KEZAD is simply the right zone

If you are shipping through Khalifa Port, if you need a plot or a built warehouse in Abu Dhabi, or if you need somewhere to house a workforce, none of the nine replaces KEZAD. In that case go to KEZAD directly at kezadgroup.com. We would rather tell you that than sell you a zone that does not fit.
