twofour54 Abu Dhabi — what it is and who it is built for

Three names describe what a founder experiences as one place, and it helps to keep them apart. twofour54 is the campus and the zone operator. The Creative Zone is the free zone itself. The Creative Media Authority, the CMA, is the body that issues the licence and writes the rules. You apply through twofour54; your licence, your regulations and — if you take the freelance route — your residence visa come from the CMA.

twofour54 describes itself as an ADNEC Group company and states it was founded in 2008 to develop a sustainable media and entertainment industry in the emirate. That founding year is not on its current about page. It survives only in press-release boilerplate, which is where we read it, and it is the sort of detail worth sourcing precisely rather than repeating from an agency page.

This is not a general-trade zone. twofour54 presents itself as the only media zone in Abu Dhabi bringing together companies from the media, gaming and entertainment industry, and the CMA's remit runs to film and TV production, gaming and esports, graphic arts and design, digital content and publishing. If your business is not content, the activity list will not have you on it.

The zone was re-regulated

The CMA has absorbed the regulatory and licensing responsibilities for the Creative Zone — formerly the Media Zone, Abu Dhabi — replacing Media Zone Authority - Abu Dhabi as the free zone's authority. The CMA states that certificates, licences and visas issued by MZA transferred automatically and remain valid on the same terms. If you hold an older MZA document, that is the sentence to point at.

Content here is regulated in writing

This is the single most useful thing to know about the zone, and most zone profiles skip it. The CMA publishes a legal framework that applies to everyone in the Creative Zone: Companies Regulations 2016, Licensing Regulations 2016, Employment and Sponsorship Regulations 2016, Compliance Procedures 2016, Small Companies Criteria 2016, Guidance on Company and Branch Names 2022 — and a Content Code 2016 carrying ten numbered rules:

A publisher or broadcaster licensed here is subject to a written content code. In most free zones nothing of the sort exists, because most free zones do not license content as content — they license a trading activity and leave the output alone. Read the code before you apply rather than after. It is public, it is short, and it will tell you quickly whether your editorial plans fit.

Scale, with a caveat

More than 800 companies and over 1,000 freelancers. We state it that loosely on purpose. twofour54 and the CMA publish different figures on different pages — 700 or 800 companies, 900 or 1,000 freelancers, and in one case both numbers appear on the same page. Treat the count as a range the zone itself has not settled, not a precise number.

The tenants twofour54 names for itself are CNN, Unity Technologies and Ubisoft, alongside local small and medium businesses. It also announced in February 2025 that the media group IMI had moved to Yas Creative Hub.

Who should think twice

Anyone wanting a general trading or consultancy licence. The published activity list is content-only. There is no route here for a commodities trader, a recruitment firm or a general management consultancy, and no amount of creative activity-mapping changes that.

Independents who need clients across the UAE. The CMA states that a freelancer licensed by it works from within the zone with registered partner companies. That is a real limit, and it is the opposite of a general UAE-wide freelance permit. If your plan is to invoice clients in Dubai, Sharjah and anywhere else, put that question to the CMA in writing before you apply.

Anyone who needs to hire on a freelance licence. You cannot. The CMA is explicit that the freelancer licence carries no ability to employ staff.

Anyone chasing the leanest possible route to a UAE licence. On the company side an office is compulsory — the CMA states outright that an office in the Creative Zone is required — so there is no no-premises option to reach for.

twofour54 publishes three setup routes. All three end at the same regulator.

The share capital point, stated honestly

The zone's two websites do not quite agree here, so read both. twofour54 lists no minimum capital requirement as a benefit of setting up. The CMA's business FAQ states that share capital has to be paid into the new company's bank account. The reading that reconciles them is that no minimum is imposed, but whatever share capital you declare must actually be paid in. That is a meaningful difference from a zone where the declared figure is a formality, and it is worth confirming with the CMA before you write a number into your documents.

Company activities

The CMA publishes 70 company activities with definitions. They cluster like this.

For TV network operators, the CMA names Sky News Arabia, Fox Network Channels, MBC, Abu Dhabi Media and OSN as examples of the activity. That tells you the register it is written at.

The freelance licence, and how specific it is

The CMA publishes 121 named freelance roles with definitions, split across two lists: 88 general roles and 33 gaming roles. The general list runs from Actor, Director of Photography, Colorist and Foley Artist through Journalist and Screenwriter. The gaming list includes Game Designer, Game Engine Developer, Professional E-Sports Gamer, E-Sports Shoutcaster and VR/AR Programmer.

That specificity matters. In most zones you pick a broad activity and hope it covers what you actually do. Here you find your job title on a published list, or you do not, and the definitions are there to read before you commit.

The freelance package is published in two durations, six months and twelve months. The CMA states the licence is issued within 14 working days, not including visa issuance.

What you need to apply as a freelancer

• › A coloured passport copy and a passport-sized digital photograph
• › An up-to-date CV
• › Two professional references with contact details
• › A work offer or letter of intent from a twofour54 partner — or a business plan in place of one

Read that last line carefully. The default expectation is that you already have work lined up inside the zone. The business plan is the alternative, not the norm.

One thing the authority does not publish: the validity term of a company licence. The freelance packages state six and twelve months. No equivalent term for company licences appears on the pages we checked, so this page states none.

The company side and the freelance side work differently enough that they are worth reading separately.

Companies: visas follow the office, and the office is compulsory

The CMA answers the question directly — an office in the Creative Zone is required. There is no published virtual-office or address-only route on the company side. Visa entitlement is then tied to the space you take. The CMA publishes four workspace types and states a fixed entitlement for the two smallest.

On the two larger tiers, the CMA's calculator does show a visa entitlement column, but it returns the number only against the specific configuration you select. No fixed count and no floor-area-per-visa ratio is published anywhere on the site. So this page gives no number for them — and if a third-party page gives you one, ask where it came from. The same applies to any overall maximum visa count: the authority publishes none.

Freelancers: the visa is not optional

This is the answer most people are looking for, and it is a firm yes with a condition attached. To meet the CMA's licensing requirements, a freelancer's residence visa must be sponsored by the Creative Media Authority. GCC nationals are excepted. You do not take the licence and arrange your status separately — CMA sponsorship is part of holding the licence.

The CMA publishes one-year and two-year residency visa options, each with a matching Emirates ID step.

Three constraints come with it, and all three belong in your decision rather than in the small print.

• › No employees. The CMA states plainly that you cannot hire anyone on a freelancer licence.
• › Your scope of work is bounded. Asked whether a freelancer can work from Dubai, the CMA answers that you are licensed by it in Abu Dhabi to conduct work from within the zone with registered partner companies. This is not a general UAE freelance permit.
• › Banking is personal. The CMA's guidance covers opening a personal bank account, and notes you may be asked for a contract or proof of upcoming work covering at least three months. It publishes no guidance on corporate accounts for freelancers.

Family sponsorship is not published. The CMA says only that its customer care team will advise on eligibility to sponsor your family once you are registered as a freelancer. The actual criteria are not published, so this page does not tell you that a freelancer can bring dependants. Ask the CMA before you plan a move around it.

Timelines the authority does publish

Each visa step is quoted at 10 working days on the normal route and 5 working days on the urgent route, and the CMA adds the honest caveat that timing can vary with immigration processing, which is outside its control. The licence itself is quoted at 14 working days, not including visa issuance. Read those as sequential steps, not as the total time from application to a stamped residence visa.

Who handles the paperwork

twofour54 runs its own government relations arm, tawasol, which handles employment and residence visas, Golden Visa applications, Emirates ID issuance and renewal, family and dependants sponsorship, health insurance and visa-related medical services. It is IATA accredited and also covers travel, logistics, customs clearance, document authentication and copyright registration. That is a broader in-house desk than most zones run, and for a production company moving crew and equipment it is a practical advantage.

Crew, and the production rebate

twofour54 states that over 1,000 registered professionals are available to productions filming in the emirate.

Separately, the Abu Dhabi Film Commission administers a rebate on production spend for work filmed in Abu Dhabi. We describe it rather than quote its rate: it is a production incentive, not a setup, licence or visa figure, and the terms are the commission's to state and keep current.

twofour54 Studios is announced, not confirmed built

You will see large numbers attached to twofour54 Studios — a site of over 100 acres, eleven soundstages, a water tank, standing sets and office space. Those come from a press release issued in August 2023, in which ADNEC Group's chief executive referred to completion in 2025.

We could not verify delivery. The live production services page lists Sound Stage 01 and nothing beyond it, and twofour54's own leadership biography still describes studio expansion and a second phase of Yas Creative Hub as future work. So treat twofour54 Studios as an announced expansion. If eleven soundstages matter to your production plan, ask twofour54 what is standing today before you sign anything.

Getting there

Yas Creative Hub sits near Zayed International Airport and, on twofour54's own account, less than an hour's drive from Dubai. You will see the airport referred to by its former name on one of the zone's pages; it is the same airport.

One figure the zone does not publish: the total area of Yas Creative Hub itself. The backlot figure is published and the announced studios figure is published. The campus footprint is not, so this page gives none.

Formenzo publishes verified prices for nine free zones: Ajman NuVentures, Fujairah Creative City, SRTIP, SPC, RAKEZ, Masdar City, Meydan, IFZA and DMCC. twofour54 is not one of them, which is why no figure appears anywhere on this page. Here is the honest read on how it differs.

What twofour54 has that none of the nine has

Physical production capacity and a content regulator. A backlot, a sound stage, production suites, a screening room and a gaming hub are not things a licence-and-desk zone can offer, and none of the nine offers them. Alongside that sits the Content Code and the wider CMA regulatory framework — a written set of rules about what you publish. For a broadcaster or a studio that clarity is worth something. For a small creative business it is an obligation to read before applying.

The freelance route is also unusually specific. Finding your exact job title among 121 published roles, with a definition attached, is a better starting point than mapping yourself onto a broad activity and hoping.

Where the nine are the better answer

• › You want a media or creative licence without the Abu Dhabi campus and the content code. Fujairah Creative City is the media and creative zone among the nine, and it has a published price on this site. If what you need is a licence to do creative work rather than a seat inside a production cluster, start there.
• › You want an Abu Dhabi address, but your business is not content. Masdar City is the Abu Dhabi zone Formenzo files, and it is aimed at offices and technology. twofour54's activity list will not accommodate a trading or consultancy business at all.
• › You need broad activities or general trading. SPC and IFZA carry wide activity lists; DMCC is the flagship Dubai option. None of that exists in a content-only zone.
• › You are working independently and want your clients unrestricted. The CMA licenses freelancers to work from within the zone with its registered partner companies. If your client list is spread across the UAE, ask us which of the nine fits — that restriction is specific to the CMA and is the thing to check zone by zone.
• › You want the number before you speak to anybody. That is the entire point of the nine. Each has a published, itemised licence price on this site, confirmed in writing before you pay. At twofour54, company setup is quoted through the authority's own calculator against the configuration you choose, so there is no single published figure to compare against — and any flat setup price you find on a third-party page did not come from the authority.
